9901.607 Retention Standings I believe that veterans should be given priority in the hiring process, but not in the retention standings. To allow vets this advantage is contrary to the basis of NSPS being a pay for performance system. As written this section would mean a poor performing veteran would have a job, but a high performing civilian would be out of work. Suggestion: Re-write 9901.607 to remove a(2), veteran preference.
