Comments:
I see no need to change the DoD to a system of personnel management that essentially mimics the "Spoils System" of the 1800's Civil services regulations are for the protection of all US citizens, not just the civil employees. Civil servants who loose their jobs on the whim of a political appointee boss leads us right back to the days of Tamminy Hall and other corrupt systems of that ilk.
