I am writing to express my extreme concern regarding proposed changes to the work rules in the DoD. The changes, known as the National Security Personnel System were printed in the Federal Register on 2/14/05. Specifically I am worried about several provisions in this new system, annual pay raises, pay for performance, schedules and overtime and the potential for civilian deployment. Annual Pay Raises Under the General Schedule, funding for employee pay was clear. It was funded by Congress. Under the new system, funding for salaries and bonuses will be funded under the DoD. As recently as last year DoD did not provide funding for its awards program. Pay for Performance Under the new system, an employee's salary increases will depend almost completely on the personel judgement of his or her manager. There will be no impartial appeal system to assure that this power is not misused. Scedules and Overtime The NSPS will allow managers to schedule employees to work without sufficient notice. This will make things very difficult for those who cae for children or elderly parents. People will not be able to plan adequately. Civilian Deployment Federal employees could be assigned anywhere in the world, even in a war zone with little or no notice. These proposed regulations should scare every American citizen. We are fighting abroad in order to promote democracy, but at the same time are looking to install a polce state in our own country. As a fellow federal employee, I know that we can do what is ever needed without destroying the basic protections every civilian employee should be afforded. Thank you for your time and attention.
