Implementing this system is not going to help National Security. But it will for sure take away the security of the federal workers. Annual pay raises are to compensate for inflation and to make the federal workforce competitive with their civilian counterparts who are doing the same type of job. Management at my facility is run like a dictatorship, the head guy tells all of the other managers what to do, if they want to get promoted up they follow his orders to a T, whether it is right or wrong. The managers who don't agree with the head man, are not going to get promoted. I have a boss who is a yes man, and follows his boss's ruling. Money is a big issue right now. The budget determines everything that gets done. If the head boss saves money, he looks great and gets the big pat on the back from our District. So if you put my pay in the hands of all these incompetent people, I fear, and my co-workers fear we will not get any more pay increases.
