Please consider removing the GPI as a component in the incentive program. I believe that the programmed step increases and monetary awards combined to create a pay pool make sense to reward performers but that the GPI serves as an offset to the general increases of the cost of living. Since government service generally pays less than private enterprise, I am concerned that civil service employees will be at an additional disadvantage. If you choose to contain the GPI as a component in the pool, I would recommend that the incentive program specify that unless the performance evaluation is less than an acceptable the employee will receive as a minimum, the GPI. This would allow the majority of performers to receive a minimum award and would significantly reduce resistance to the introduction of the NSPS. In discussions with several employees, they would feel much more comfortable with the clear understanding that their standard of living would not change so long as they maintained acceptable ratings and that it would improve if they were recognized at high performers.
