$9901.715 Opportunity to reply. This requirement is is iinherently unfair due to the fact it doesn't give the employee adequate time to prepare and submit his/her rebuttal. What if the employee is sick or on leave or otherwise not available? This paragragh also states that employee will pay for his/her own representation but then turns right around and tell you the EMPLOYEE that the person YOU choose to represent you may be disallowed. UNFAIR!! $9901.806 Alternative Dispute resolution. It meantions Collective Bargaining, but nowhere that I read indicated that the union or a union rep will assist you the employee in the initial preparations of the dispute. This amount to effectively leaving the UNION out of the bargaining process at the Employees level. The union should be involved EARLY ON in the process and continue through to completion. IS the government acting to dissolve the union under the guise of national security???
