The NSPS will create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. With the new system, the amount of a worker's salary will depend almost completely on the personal judgment of his or her manager. There is no guarantee that even the best workers will receive a pay raise or that the pay offered will be fair or competitive. Leaving pay for performance at the hands of managers who are always in meetings or so stressed out by the demands placed on them by war efforts, is a bad idea. Under the current TAPES process, employees in our agency are required to provide written performance details in order for supervisors to prepare appraisals. Is this fair? Aren't they the ones who are supposed to supervise? Aren't they supposed to know the type and kind of work their employees are doing without the employee telling them? It is bad enough we have to deal with managers who are never available. Now, they are going to be given the power to decide whether or not we get a pay increase. If the OPM CPOC concept is an example of how NSPS is going to work, we are all in trouble.
