Comments:
If the new system does away with grades/levels how will levels of responsibility be addressed. Grades are currently used like military ranks to show at a glance the level of responsibility the person has in an organization and are used to determine who may "act" for a commanding military officer during periods of military absence. How will this be addressed? Also, for purposes of military courtesy the equivilent "rank" of a GS grade is considered for civilians within Military organizations. How will this be addressed?
