Cost of living goes up no mater what, and to be able to get an increase in your pay you have to not only do a good job but kiss butt good enough. This is going back to the GOOD OLD BOYS Syndrom, its what you can do for the boss to get a cost of living raise. This didn't work back then and it won't work now. Every one in civil service employment needs a cost of living raise, this is not based on wether you do a good job or not, but by the rise of inflation. When you try to control this by performance then your sying nothing is going up in price in the U.S. The civil service employees have been capped for years of the true cost of living increases which we are getting a portion of the cost of living increase needed to keep up, now you wont us to give it all up at the supervisors discreation wether he likes you or not. F he don't like you for any reason you may never get a raise or promotion. If this is so nessesary then may be we need to look at the congress and senitors and there increases. Let the people vote on a raise for them based on their performance and how well they serve the people ,after all if it,s fair for some civil service employees,then it should be fair for all! and not let them put a bill in for there own raise, that would save the government a considerate some of money. The area of raises and demotions you better have in place a good workable plan that is non-biase and fare and not the Good Old Boy System or that won't work ether. The system we have now is good, you just have to improve on the Performance Standards to rate people by. Your performance is suppose to be paid with extra money. I agree if a person is not performing satisfacterly and they are do a step increase then maybe you could defer the step increase for one year at a time till they become satisfacterly performing. This is a incentive but there still have to have a fare anallises of there performance to make that decision. My opinion, the one you have come up with will not work and you will be distroying the government system and professonalism we have today which could result in a national security break down. People will leave with there expertise and slots will be filled with inexperienced people trying to accomplish what 3 people were doing before. With this cut back we have today you should treat the work force better because they are doing 2 or 3 persons jobs that use to be working.
