I have concerns about annual cost-of-living increases being at the discretion of a rating official. I understand, and support, pay rises being tied to performance. I strongly believe cost-of-living rises should be automatic. If an employee is not performing as needed, then the employee should be disciplined with an eye toward improving performance, or should be removed. If an employee and supervisor have personality conflicts (and yes, it does happen, and does affect the appraisal), then cost-of-living increases should not be tied to an appraisal.
