Will the locality based component of pay, the local market supplement, apply to current COLA areas such as Alaska and Hawaii? While we need to reward on results, how much weight goes towards performance (a greater emphasis) than over seniority for retention? We need to remember that sometimes seniority brings experience, knowledge and continuity to the table and that can be the rudder to keep the organization functioning rather than the actions of high performers that are sometimes out of the box. On the hand, if the senior employee is not contributing, then that employee shouldn't be rewarded.
