Subpart A, section 9901.103(2) says the rating of record is the performance appraisal prepared as needed to reflect a substantial and sustained change in the employee's performance since the last rating or record, and that these procedures will be published later in an issuance. Please publish this issuance now, so that I can see what you're talking about. It is not fair to publish it at a time when we can no longer comment on it.
