section 9901.313 The years following 2008 are given no clear formula as to how pay pools will be adjusted. This should be clarified in this federal register As it reads the federal government can freeze all pay by calling for a zero dollar pay pool and no periodic rate increase. section 9901.323 A timeline for determining rate range adjustments needs to be outlined, such as annual, bi-annual, ect. The government needs time tables to operate and make decisions. Otherwise it will only be as employees leave to find competive pay that the reaction will occur and rate ranges will be adjusted.
