9901.408 ad 9901.409 These sections do not allow or consider what happens when you have an inept supervisor reporting poor quality data and performing in a substandard way. It assumes that the poor performance is always the employees fault. No provisions are written to allow anonymous appeal to question or contradict a supervisor or the job requirements. Every division or department in for example an Army hospital reports data required by higher ranking personnel which clearly has no value. If you suggest that this should be discontinued, you are not a team player. If you suggest that the goals and function should be something different than what is required, you are not a good employee. If you do not see things the way your supervisor does, where is your appeal? Where is help for the people who legitimately want to improve the Job (not wistle blower's rights)?
