I for one am not impressed with the material shown for NSPS. In most of the places there is a great shortage of specific details on what you plan to do within the system. Mostly you have some general ideas and goals for what you want to do, without knowning or caring how these items can be done. Sounds like a normal approach when DoD and the services have been told ....get it done don't worry about the details.... That means most of the detail do not exist. What is planned is based on a handful of slides, and a campaign to sell the ideas at any cost to the people that will have to live under it. Sounds like another hair brained idea to save money for the government, regardless to what happens to the employees. I also noted with special interest the total absense of Senior Execute Service (SES) under this great new system. They are allowed to set up there own system, I quess they don't have to live under pay for performance like the rest of us. If you want a fair system, why not include SESs under the pay banding like the rest of us, along with including them in the same rules and procedures as the GS and WG employees. This whole idea sounds like something cooked up by so called ...experts... from industry, schools and universities, and non-career civil service people from the administration. They most likely have never had to worked under the old system or execute the honest day to day mission like the rest of us that will have to live under NSPS. Alot they know about what goes on in the day to day world of a real civil service person. I know this may sound stupid, but most of us work in civil service because it is just that ....SERVICE.... to the country and the military. I like many other others have turned down job offers from industry with pay amounts far above what the government pays. But I still want to serve the country, to the best of my ability. However, these continuous waves of dumb changes like NPSP make me want to reconsider why be stupid and stick around any longer. Thanks for a chance to express my opinions, I am sure they will be totally discounted before being read.
