To Whom It May Concern: The new system is unfair to the current civilian workforce. I have 29 years 3 months with the United States Government and have worked very hard to get to the grade of GS-13. The new system will be used by supervisors to unfairly support their pets and to leave the good workers behind. The current system may not be the greatest thing in the world but the regionalization of the Civilian Personnel Offices was one of the largest issues slowing down recruitments of employees. I have been a supervisor for 15 years of my federal service and the new system is not the way to go. With the current system an employee can see the way ahead for promotions by working hard and knowing that good work does pay off. If supervisors are given to much authority over how often a person gets a pay raise it would be like the award system. Every year it's the same people that get the awards. This new system will hurt the current workforce. The current system works if the superviors take the time to document unsatisfactory work.
