I believe the NSPS will undermine the Civil Service and hurt the mission ofthe DOD employees. The employees in DoD should continue to receive the same annual pay across the board adjustment that other GS/FWS workers receive. It also concerns me that someone new to DoD could receive a higher rating and in a RIF situation cause an employee with longer service and they lose their jobs. This could hurt the DoD because the majority of the knowledge is with the older work force. In this type of situation why train the younger work force if they could cost you your job. I have serious concerns whether this system could be a fair one, favoritism is alive and well in all areas of the government.
