I've worked in DoD for 25 years and under 3 different pay systems. Now they tell me that I am deployable as a civilian. They recently tried to deploy civilians here and all of them quit or found other jobs because they were not told that this was a condition of employment. I'm sure if they told them up front they would not have signed on. If they want to make us civilians deployable then give us the free medical, 20 year retirement plan and other benefits that the military receive, but don't disguise an effort to convert us to a paramilitary service as a pay for performance system. Also, pay for performance only works to your advantage if you are one of the popular, chosen few, who will always say yes, especially in the military arena. What happened to rewarding the risk takers, innovators, process improvers, etc that are often controversial and not always the most popular. Even though History has proven that they are the ones that change the world for the better, they are often not the ones that reap the benefits.
