These comments relate in general to the proposed NSPS: Implementing the new NSPS will not change the fact that far too many DOD managers see their personnel management responsibilities as very low priority, when it should be their first priority in order to accomplish mission. Managers who pay little attention now to personnel management will not automatically become super personnel managers when the new system is implemented. It is not the system that needs changing; it's the leaders and managers who need to undergo a radical culture change to realize that personnel management should be their top priority along with mission. What's needed is a better system to hire better leaders and managers who will execute their personnel management responsibilites properly. The current system is not broken and does not need to be fixed. It's the people who have executed the current system poorly that have caused the myriad of problems we suffer in the DOD workforce including the unresponsiveness of the current system. Managers and leaders don't seem to have the intestinal fortitude to to hold employees accountable for their performance, and leaders and managers are not holding their subordinate supervisors accountable for ensuring that they perform their personnel management functions properly . This new system will not magically make this root problem go away!
