PAY PER PERFORMANCE VS. LONGEVITY OF GS EMPLOYEES: I EQUATE 'LOYALTY' WITH 'LONGEVITY', SO WHEN IT IS STATED YOU WILL NO LONGER PAY FOR 'LONGEVITY', YOU ARE SAYING TO ME THAT LOYALTY/LONGEVITY TO THE ORGANIZATION MEANS NOTHING. IN MY OWN CASE, 11 YEARS OF LOYALTY AND 10 CONSECUTIVE OUTSTANDING PERFORMANCE RATINGS; MY SUPERVISOR IN 2004/05 HAS NOT COMPLETED A PERFORMANCE EVAL ON ME AND IT IS GOING ON 1 YEAR OVERDUE! THIS IS SO INAPPROPRIATE AND NEGLIGENT. IT IS ALMOST A 'THREAT' TO HEAR YOU SAY EMPLOYEES WILL BE PAID PER PERFORMANCE ONLY; THERE SHOULD BE A WHOLE ENTIRE 'FUNDING' FOR 'LONGEVITY' ALONE! I HAVE A PROBLEM WITH SUPERVISORS WHO DON'T EVEN BOTHER TO DO A PERFORMANCE RATING, IT'S ALLOWED, EXCUSED, IN ESSENCE ALLOWED TO 'NEGLECT' IN THIS MANNER AND GET AWAY WITH IT. MY ORGANIZATION KNOWS IT IS OVERDUE, AND STILL NOTHING IS DONE, SO I REPORTED THIS INEXCUSABLE NEGLIGENCE TO THE PROPER AUTHORITIES AND STILL WAITING FOR SOME EXPLANATION AND COMPENSATION. I ALSO HAVE A HUGE PROBLEM WITH SUPERVISORY LEADERSHIP WHO ARE NEGLIGENT AND ARE NOT HELD ACCOUNTABLE FOR THEIR LACK OF INTEREST IN EMPLOYEES WHO HAVE MADE A DIFFERENCE AND HAVE BEEN LOYAL TO THE ORGANIZATION MERELY BECAUSE THEY 'JUST DON'T HAVE TIME TO DO ONE'. IN MY OWN CASE, I HAVE TAKEN THE NECESSARY STEPS TO CORRECT THIS WITH MY ORGANIZATION, BUT WHAT CAN YOU DO WHEN THE ORGANIZATION DOESN'T CARE? I HOPE THIS NEW SYSTEM WILL COMPENSATE EMPLOYEES FOR WHAT THEY'VE PUT UP WITH IN THE PAST AND WE WILL GENUINELY SEE THE IMPROVEMENTS AND INTEREST IN EMPLOYEES PERFORMANCES AS IT WAS INTENDED LONG AGO. I WOULD LIKE TO SUGGEST THAT THE GS EMPLOYEES WHO HAVE BEEN LOYAL FOR OVER 10 YEARS, HAVE RECEIVED CONSECUTIVE OUTSTANDING PERFORMANCES, BE EXEMPT FROM YOUR ' NO PAY FOR LONGEVITY' PROPOSAL, ESPECIALLY IF THEIR SUPERVISORY CHAIN 'FORGETS, NEGLECTS, DISCRIMINATES, OR SHOWS FAVORITISM' TO EVEN DO ONE. REGARDLESS OF ANY REASONING FOR WHICH SUPERVISORY PERSONNEL WERE OR ARE NOT HELD ACCOUNTABLE IN THE SAME WAY AS AN EMPLOYEE IS HELD ACCOUNTABLE, LOYALTY IS LONGEVITY IN MY BOOK AND IT IS A VALUED CONCERN WITHIN THE GOVERNMENT EMPLOYEE SYSTEM AS WE HAVE KNOWN IT, ESPECIALLY AS WE CONTINUE OUR UTMOST SUPPORT OF OUR ORGANIZATIONS DURING THIS GLOBAL WAR ON TERROR. I URGE YOU TO TAKE A CAREFUL LOOK AT THE WISDOM, EXPERIENCE, AND LOYALTY/LONGEVITY ISSUE IN COMPENSATING APPROPRIATELY; LONGEVITY IS ALREADY JUSTIFIED EXPERIENCE WHICH EQUATES TO JUSTIFIED COMPENSATION WHICH SHOULD BE NO LESS....OTHER THAN THIS ISSUE, ALL OF THE OTHER PROPOSALS MAKE SENSE TO ME.
