I have been in Civil Service for over 25 years and have came up through the ranks the hard way, one grade at a time. Started as a WG-5 heavy mobile mechanic and am now a GS-12 Production Management Specialist. I feel that it is time for a change, but not this drastic of a change. We do need a better/quicker way to to hire and fire our employees, this is the ONLY GOOD thing that I can see this will accomplish. I see veterans and other folks just doing nothing because they say they cannot be fired. And it does take forever to fill vacant positions around here. One thing I hope you do is start filling these positions before the individual actually walks out the door, which is whats is happening now. The one bad thing that I can see from all this is that if you are not the BOSSES pet, you probably will not get another pay increase with this new system. So if you have a BOSS that you do not get along with that well, you are going to be in trouble until, he or she leaves the office or you get a new job. Now if there are several steps or levels of authority/supervision that each action has to go through, then maybe it might be OK. Do not give the first level supervisor sole authority as to what or who gets pay raises or promotions. I am to short for this to have an effect on me, I only have 1 1/2 years left before retirement though. The one thing that I am concerned with is come May 2006, I was due my next step increase, what is going to happen to these increases??????? One other thing that really burns me, is that all these Palace Acquire employees are moving up the ranks ahead of the folks that have been in those positions forever and have way more experience than an individual who ONLY has a degree and no experience at all. Do you really think that employees with 10 to 15 years experience are going to work good with an supervisor with only 1 to 3 years of service?? I had better quit for now.
