This system is very detrimental to DOD employees, especially your nonsupervisors. It is unjust and subjective. I have worked almost 25 yrs and this is the worse decision I've seen in all my career. One individual can decide my livelihood at the stroke of a pen is not fair nor is there a process to refute that decision. Exactly what are we doing to ourselves? Or should I say what are they doing to us worker bees. If this system is not changed, we are at the mercy of our supervisors, regardless of performance. This must not take effect!!!
