3301.301-373 The pay for performance system is dependent on the supervisor's input which may be very subjective. It is difficult to grieve an unfair performance rating now. NSPS gives so much leeway to management that it will be next to impossible to complain. Performance appraisals may be subjective and depend on how much your boss likes you. I have seen bosses who were unfair to their subordinates in ratings under the present system. NSPS would have your salary dependant on it. People have biases. This system is too dependent on the whims of one person. Too many times people don't get along for reasons unrelated to their performance. I think this will lead to favoratism without any good recorse. To complan would be to risk worse treatment in the future.
