Comments:
The proposed regulation is too vague to feel really informed about this new system. There is alot of mistrust and rumors from both labor and management concerning NSPS. How about more information, more time to evaluate, maybe even implementing it a little at a time? Is the bottom line on the whole thing to reduce the federal work force or improve the work force? If it is to improve, the pay system may not be what needs fixing. Maybe poor management is responsible if the employee performs badly or monies for jobs are not appropriated correctly.
