9901.313 Overall pay is same until 2008 but pay of some can easily be cut to get money to reward favorites or to create a war chest for attracting new hires. There will be too much temptation to rob some to reward others. If someone is different of not a hale fellow well met, he and his family will suffer to pay those who are. Who is watching the bosses to see that they do not misuse the system? What recourse does anyone have if they get an unfair performance appraisal? Too much power in the hands of too few. After 2008, do we trust DoD to give us increases and not cutbacks to fund other needs? I don't.
