Comments:
1) What will be the flexibility of a supervisor to increase the pay of individuals based on qualifications/performance, during the initial conversion to pay bands? Example: If two GS-12s are working in the same area/type job, but one has a Master's Degree and completed advance PME while the other individual has only a high school diploma and no PME. Will the supervisor be able to recognize these advanced creditentials immediately upon banding implementation or will there be system imposed restrictions? 2) I do not agree with the removal of union representation for individuals at job grievance, performance, and discipinary appeals. The union should be there to assist the individual and use their experience to ensure the process is being handled without prejudice and professionally.
