Dear Sirs: I have worked in Federal Civil Service for almost 15 years. If the system isn't broken and it has worked for 20 + years then why do we want to change it? It sounds like someone is trying to balance the budget and Social Security and looking for any avenue to travel. And to base your job on just performance and forget about all those hard worked years isn't right. Secondly because we can't enlist enough Soldiers to deploy doesn't mean you can place the burden on the entire Civilian Workforce of 600,000 +. I knew 12 years ago with BRAC that someday we wouldn't have enough Soldiers to protect us both here and abroad. But no-one cared at the time what I had to say. Now you people are talking about deploying civilians within 72 hours to War Zones. I like my job but I have 2 sons one 21 and one 25 and a Step-Daughter from 3 marriages and a new wife of 10 months. I would like to see them grow up and have kids of their own. It isn't my job to fill vacancies commited by retiring soldiers or soldiers getting out because they have had enough. And we don't get any kind of privlages other than the ones we have now. As civilians we can't shop in the PX the Commissary or get Medical Treatment @ MTF's. But yet you want us to be able and ready to deploy within 72 hours or less to a War Striken Country with no recourse. Thank You Richard C. Chandler
