9901.601-604 For RIFs, performance ratings, which NSPS naively thinks will be fair, but we all know may not be, even under the old system, not only control your pay, but your retention also. Even a long and distinguished career cannot save you if the boss favors another. Why should he give his resources to those nearing retirement. It pays him to give the goodies to younger men who he will have around longer. Why be fair. Its not personal after all. Its business. Absolute power corrupts absolutely. This looks like a system designed to corrupt middle management, as if they needed help. This has the potential to make them all little Hitlers and the workers yes-men.
