9901.713-716 No employee should be denied due process by a department allowed to determine on its own that a conflict of interest exists. It is too easy to believe that since the department is obviously right but might be embarrassed by having to plead their case before someone outside management, it would be a conflict of interest to allow a representative. Any Union official and most witnesses could be disallowed because they cant be released from duty to come. Very few employees know their rights. 5-15 days is hardly sufficient to learn how to plead ones own case.
