I wish to express my concerns about change to work rules in the DoD. The proposed regulations known as the NSPS were printed in the Federal Register on Feb. 14, 2005. I am angry that these proposals treat the employess who help defend our country as second class citizens and enemies of this country. DoD employees work hard and are committed. Mistreating the employees will hurt the agency's mission. NSPS destroys objectivity in the way workers are paid, evaluated, promoted, fired, scheduled and treated by creating a system in which federal managers are influenced by favoritism, rather than serving the civil conerns of the American people. We need to nuture an environment where an employee may speak out against policies that will harm our country without the fear of reprisal. Take away the fear that is being incorporated into the employment policies for the DoD employees. We are fighting for democracy abroad, but these regulations are an attack on workers' basic rights. I urge you to force DoD to rethink this proposal. We need work rules that preserve fairness, serve the American people, and respect the rights of DoD workers
