NSPS - 5CFR CHAPTER XC1X & PART 9901: DoD employees have suffered enough with BRAC (Base Closures), Hiring Freezes, riffs, moves and transfers; along with years of no/minimal promotions, no awards and limited formal training due to budget cuts. It is time for the civilian worker to be treated as honorable professionals, with equivalent pay increases as major supporters of all parts of the Federal Work Place.
