As an employee who has been with the government for nearly 30 years, I am more than a little concerned that the NSPS will roll back the clock in the government to a time when friendship, nepotism, and 'near nepotistic relationships' were the only requirement for monetary awards and promotions. The people who actually come to work for 8 hours and give their best effort will be easy to overlook by some in authority when it comes to monetary compensation. Putting the decision about who is to receive more pay in the hands of a few managers will only reawaken and reaffirm the "good ole boy" networks that were thrown out with group performance appraisals. I have little faith in the system as outlined in your proposals. Please find a way to be fair to everyone.
