I have proudly been a Federal employee for almost 30 years. I have 7- years to go for retirement. In those 30 years, I have worked under both the GS and, currently, the WG pay areas. Considering how we now have 'locality' pay, where is the need for 'pay bands', which, by the way, are not even listed in the proposed NSPS regulations, which would give us an idea of what salaries you're talking about. As for unions, considering salary and benefit regulations are set by OPM, in the Federal Gov't there is no need for Unions anyway. To me, being a Union Steward in the Federal Gov't simply means time away from their being a productive employee. Which brings me to this - in my 30 years, I have found that at both Research and Development installations and Depots, and I have worked at both, you will not find a more dedicated, productive, or loyal workforce anywhere. The people who will be in charge of this new system probably never even held a regular, normal, GS position, and never held WG positions. Before they decide what is good for the worker, they should sit in our shoes for a while and check things out. We have had to unwillingly accept downsizing and consolidation, as well as BRAC, but yet young people still want to work for the Federal Gov't., but I suppose that's not because it's about the only good job that is out there today, do you suppose? And, with all that we have had to endure in the last decade, all the changes, including contracting out, you want to make this major change to something that is still basically not broken, despite Washington's best efforts TO break us with the changes that HAVE taken place already. Please think long and hard before you implement this change and plesae keep this in mind. You want us to become like industry; industry is in it for the dollars, in the Federal Gov't., the workers have dedication and loyalty and THOSE are things that money cannot buy. Those things are priceless. Respectfully submitted.
