I am concerned with the National Security Personnel System (NSPS) scheduled for implementation for Department of Defense Employees. The NSPS authorized under the 2004 Defense Authorization Act and passed by Congress the latter part of 2003. There exist significant dissimilarity with the congressionally approved controls and the amended controls the Secretary of Defense is declaring. During congressional hearings, Secretary Rumsfeld declared the Pentagon's broad mission emanates more elasticity in the hiring, penalizing, reimbursing and transferring of civilian personnel with the DoD. The Secretary's desires are to eliminate unionization and eradicate employee's rights under the labor relation edicts currently in place. Furthermore, the "pay for performance" is a fallacy. This is just another means for management to take care of a few 'select' employees and supposedly rid the Government of the purported non-performers. I oppose the implementation of the NSPS. Now and for the second time in 9 months, I am serving my country in Iraq and oppose the shenanigans the Secretary is attempting to establish under the semblance of 'National Security'. The Secretary has yet to satisfactorily address issues posed by not only Labor Unions but also, queries by the federal workforce and inquiries have been satisfactorily addressed, the implementation of the NSPS should be placed on hold.
