I have not been the the GS system long. But I do know that what is being proposed does not sound right. The pay bands may work for certain areas but not for all. The major problem is with the pool of funds. Who would be in charge of the pool? Should be someone outside of the organization. If you work for a command that employees many civilivans, then many of those will be left out of getting raises. What happens when the pool runs dry? What type of measure will put in place for those who are deserving but once the money there is no money for raises? Having the supervisor hold the future of an employee is not going to be a good thing. The govenment thinks that we live in a bubble that everyone is fair and impartial. BUT in the real world there is still discrimation and segeragation. There are those who will get all the bonuses and perks because the supervisor favors one employee over the other. The current system may have some flaws but over all it is not in the hands of the supervisor. What type of trainging guidelines will there be for supervisors? There are still many more questions that are not being answered. I hope before this issue is passed all the questions that were put forth by everyone reponding will be addressed.
