Within the paragraph on Temporary promotions it indicates employees will be returned to their official position of record prior to conversion. Does this include employees who are in a new PD with a temp promotion NTE 5 years? For example, an employee could be three years into an assignment but this proposed rule would indicate the employee would be returned to the lower grade. If this is correct, how does this policy square with the stated objective of the program to do no harm to employee pay upon initialization?
