Changes are good when things are meant to be made better. Since this is a proposal I would hope that the people involved in this really look at the big picture, some of the proposed ideas are very good, some are not realistic, some of the old personnel systems guidelines are still very good structured guides. If you’re going to remake or reinvent the personnel system for some federal workers I would think a little continuity would be in order and revamp the whole system not just some agencies. We are tax payers that serve out country (also tax payers) whether it is the Armed forces or Social Services we all work under one nation. Some of things listed in rating factors regarding protection during a RIF are very unbalanced. Example: you hire a new college grad and the first year they excel due to their enthusiasm and fresh mind, so they have an outstanding rating, then you have the experienced 20 year employee that has been very consistent, always productive, very knowledgeable, dependable, etc. who gets one rating below the newly hired collage grad, because you just felt the new kid had talent, or sparkle and shine. A RIF come in to play 6 months after appraisals, you can only keep one position in that classification so you’re saying the person with the higher rating that year will stay and the one with the lower will have to go? Then I see a collapse of your infrastructure for certain, you may not see it now or 3-5 years from now but you will see it when you have realized the damage is done. I see a lot of Baby boomers ready for retirement. Some of the things accomplished in DoD are done by people that have a wealth of knowledge obtained over years of work. The government has been established by people that have been true to their profession for years, those in the system with experience and knowledge. By weeding out the dead weight you will also be weeding out your back bone and structure. This plan needs revision, I believe a team of people needs to be involved that could mold this plan into something more acceptable and trend setting and pace setting for all government agency and the world, this is to far off the beat and path to success, this could be very destructive if not re though and fine tuned.
