It appears to me that these proposed regulations represent the cart before the horse. Management appears to be using rhetoric designed to confuse/mislead the public. Our Unions were not properly consulted when the Administration prepared these proposed rules. It represents only what the Administration wants. These regulations should be thrown out. The Administration should start over consult with the Unions and follow the letter and spirit of the law. . . All this shows in the animosity of management towards its unionized loyal, hardworking, civil service employees. We would never have had unions if management had done what was right in the first place. The formation of Unions can only be blamed on abusive management. In my ten years of federal service, I have not ever heard of how any of my fellow civil servants have impeded The DoD mission. On the contrary, I can honestly say, that I have heard fact after fact, of how management has abused their authority, time after time, after time, after time, to hurt their dedicated, hard working, employees. Without full Union representation, you are banking that your managers will not abuse their authority. How can you create a more agile personnel system if you revert to Cronyism? I work harder then perhaps anyone in my office. I absolutely spend more time at work, see more people, and provide a quality service with a lower level of recidivism then my peers. If my employer does not like me for any reason then I run the risk of improper reward for performance. Show me a system that quarantines my security and adequate reward for hard work/performance. Demonstrate a system of fairness and equality, with adequate representation, and then you can count me in.
