NSPS should have been more thought out and allowed more input from the civil servants prior to becoming law. NSPS should stand for Nepotism Security Personnel System since in effect that is what the end result will be once fully implemented. Pay banding will ensure that the very top layers of management will have their way whether for the good of the country, the civilian workforce, the military customers or not. If the lower ranks of management and the general workforce does not comply with the upper management's wishes, they will be subject to lower pay bands, few or no bonuses or possible dismissal without due course. The current GS schedule was enacted many years ago to address this issue. While the GS schedule system has some flaws, implementing this NSPS will only make morale of the civil servants much worse. The very sad aspect of implementing this sorry personnel system, is that in the near and distant future, the ones who will truly suffer are the taxpayers and the defense as well as the security of this nation. But then again, experience is sometimes the very best teacher in valueable lessons in life.
