I am very concerned about the forthcoming changes in personnel changes affecting Civil Service employees. I am angry that these regulations tend to treat the employees as second class citizens. Most of the employees I know are hard workers and have a sense of mission. Seeing that I also have a son in the Army I don't want to see anything happen that could hurt his morale or him personally. I feel that the changes could degrade his own personal security through the lack of knowledgeable, caring, hardworking civilians doing their jobs in supporting the military and by the Civil Service employees being distracted by this unfair regulation. Civilian pay should be continued to be funded by Congress and not discretionarily decided on by the DoD. Pay for performance will be littered with favoritism and create environments that will not be conducive to a sense of mission. Competition between employees is not healthy, and defense goals are certainly not a game. Conflicts and potential violence can possibly result from this plan. Managers should not be allowed to change an employees schedule on a whim, this does not create a healthy work environment and creates conflict. It also doesnt take into consideration extra expense that may be incurred by employees. Some employees I am sure have medical situations that may preclude them from being constantly changed around in their schedules. I for one do not want to see my husband deployed. He served his time in the military and should not be drafted to serve in a war zone or moved away from home for extended periods. We work a small farm and it takes both of us. Bottom line this country is at war and this regulation will certainly have a detrimental effect on the ability of this country to wage that war.
