Sir: The proposed new rules on pay and pay administration in the NSPS part 9901 subpart C refers to pooling money for salaries. This doesn't make a bit of sense.Under the description, managers add themselves and their favored workers, and exclude those who were not favored, by manipulating the salary pool. Good employees who are not favored by an abusive boss will have their salaries decreased and wil probably leave. The worst bosses will probably reward both good and bad employees, just like the poorly constructed rules inthe 1800s. Is this what the DOD wants? To pay salaries to people who still can't do a good job, but have control over everyone else's pay? Under these circumstances, the DOD will probably lose all their good employees.
