My comments relate to the following area: Subpart C, Pay and Adminstration, Setting and Adjusting Rate Ranges: It is unclear how the local market supplements will differ from the typical COLA provided to other Federal employees. How will inflation, cost of living, etc. be accounted for each year? Will the DoD continue to comply with the Pay Comparability Act with these adjustments? If not, how will it differ? For those such as myself, a Step 10 of a current grade that will likely be the top end of one of the new Pay Bands, annual adjustments for cost of living are all I receive so it is imperative this be clarified. Thank You
