Why should an Air Force employee have to compete for a DISA (promotion) job on the same Base as an "Outside Applicant" To make NSPS attractive, a DoD worker should be able to compete for promotions throughout the whole system as an "Internal Applicant". That way, supervisors would have to reward the exceptional workers. Under the current system, the best workers are given more workload and the mediocre workers are send off to training where they get whole person score points and get promoted. NSPS will not work with out EXTENSIVE supervisor training and cultural shifts in organizations. Today's supervisors in DoD are woefully inadequate in this respect. If organations/supervisors had to "compete" in a DoD wide internal applicant competitive promotion system to keep their best workers, then all organizations would benefit, and the culture within DoD for civilians would be better. Reading through all the comments posted thus far, there is an overwhelming negativity of the proposed NSPS. The people sheparding NSPS need to get serious. The program is SHORT on DETAILS!!! I read nothing in the way of checks and balances in preventing supervisor abuse. Please pay more attention to the training of the supervisors to refrain from questionalble personnel practices such as favoritism. This happens on a daily basis at every base I have ever worked at. There are both "Good Ol' Boy Networks" and "Afro-Centric Cliques"; no organizations is immune. I am a 10 year Air Force Civilian who has always received high performance appraisals. The opportunities for competitive promotion in my organization are non existent, and my supervisor is poorly trained in people skills and experience. She was promoted to the position because of "Affirmative Action" racial and gender quotas which I always thought were illegal. In my position, I am more qualified than my supervisor. This is no problem for me since she knows I "carry" her and we are all dedicated to the mission.
