5 CFR Chapter XCIX and Part 9901 The proposed regulation is flawed and unworkable. This puts a lot on supervisors (many of whom have no business being supervisors). There is a shortness on the details of how the supervisors will be trained to prevent racism and favoritism. This culture of favoritism is an endemic problem in many enclaves within DoD especially parts ofDISA and Air Force of which I have personal experiences. Favoritism and racial quotas, although not in most organizations, do exist in some places. NSPS can be made workable by extensive supervisor training, a checks and balances system to prevent racial and gender quotas. In other words, make NSPS totally color blind and totally gender blind.
