As a retired, rehired federal annuitant who spent 35 years working under the GS system I had no qualms about the pay structure, in-grade steps, merit structure, or the overall structure of the system. Prior to retirement, I worked for the Navy at Pt Mugu, CA. under the Demo Project that NSPS wants to implement. It is a "good ole boy" system that does not take into consideration veterans preference, it pays preferences to supervisor favorites for bonus's, leaving those less favorable in supervisions eyes with little or nothing for rewards, and it definitely eliminates the unions from any arbitration. This system is not employee friendly, it creates nothing but animosity among subordinates (except those in favor with management), and it does nothing to guarantee an employee's future. This is a bad plan, and it needs to be strongly opposed by the rank & file DOD employees. Call your Senators & Congressmen to protest or else, you'll be left out in the cold with no avenue for redress. Donald Rumsfeld has created a monster that benefits upper management and does nothing for the little guy. Watch your backs.
