This new NSPS is what I believe to be a backdoor type of draft. All of us DoD civilians with dual status (guard/reserve/active) could be reassigned to any another base at will if NSPS is implemented. Same as any active duty military person is. This basically means we are at the complete mercy and will of our so called elected officials. I do not recall ever voting for SecDef Donald Rumsfeld. Also, the pay banding is a severe cost cutting measure. I believe that most of us have a supervisor that is a very poor writer, or marginal at best, with our appraisals and performance evals. That would leave us with no raises due to our supervisor's fault and not our own. This would create a completely stagnant pay scale system since all of us would wind up being average or below average with only the "select" few being outstanding! The DoD civilian workforce is extremely competent and very proud of what we do, but faced with imminent military deployments at any time, most of us will retire or just simply walk away. Can you really afford to be in the same boat as most active duty military? Do what is right and listen to the people on this proposal. Throw this proposal in the trash and write a responsible one. One that we expect our "ELECTED" officials to write. Otherwise this Republican will have to become a Democrat, and I guarantee that I wouldn't be the only one!
