Comments:
The proposed NSPS is very disturbing to me as a DOD employee. Congress has specified that collective bargaining rights be continued but NSPS is worded in such a way as to essentially do away with those rights. Management is given the authority to overrule or basically ignore decisions that management does not agree with. It seems that the best proposal would be to scrap NSPS and work collaboratively with the unions to come up with a new plan!
