As someone who was under the Acquisition Demonstration Program I found that the program was truly subjective. After our CCAS scores had been submitted by my immediate supervisor one year, the director thought the scores were too high and told the supervisor to lower the scores, which, in turn, gave me a lower output and a lower paypool score and lower share of the paypool and cash award availability. I earned the higher scores that year and resented that manager for what he did. Needless to say I left the organization. This is what we face with the NSPS system. Is this what we really want?????
