In his book titled On Walden Pond, Henry David Thoreau said: Quote--Our life is frittered away by detail... Simplify, simplify, simplify!--Unquote. I suggest that you follow Henry's advice in further developing the NSPS performance-based pay system. I realize that is probably easier said than done, given the resistance and the advice you've gotten so far from the union leaders and the others in your workforce who are trying to put the kibosh on this new system; but, it seems to me that this new system really could be much more simplified. The NSPS pay system is currently described in your draft regulation as: Quote--a performance-based system that will result in a distribution of pay raises and bonuses based upon individual performance, individual contribution, organizational performance, team performance, or a combination of those elements.--Unquote. Wow! Henry is probably turning over in his grave right now after reading that. In proceeding further, please also consider this statement which I found in a recent issue of Workforce Management magazine: Quote--Strictly limit the performance-management program to assess those goals that were met, and how they were met. By focusing on those two variables, you would be able to make pay and reward decisions...Unquote. In closing, good luck, hang in there, and please don't be deterred by those people who fail to comprehend the big picture and the value this new system will offer to employees and to the taxpayers.
