section 9901.106 - Continuing collaboration process Clearly the unions are being unreasonably excluded from this process. The cost to correct this shortsighted approach is unnecessary and ill spent at this time of deficit spending. section 9901.341-342 - Performance payouts Even with so called training for supervisors; this system is by its very nature a green light for favoritism, cronyism, and the catalyst for creating disharmony among employees both new and old. Obviously employee slow down and lawsuits will supplant current levels of efficiency. Oversight of this travesty is missing. The direction of this ill-proposed scheme is incorrect.
